Need help with this Lodge Flap (?)

May well be. If that is the case, some of the stuff I read indicated that this council did not have OA prior to it’s merger in 1972. Interesting!
I can say with certainty this was an award for commissioners and not an OA or pre-oa flap. There were other like this also one for honor troop, and I think at least 1 more. These were indeed issued by Central Indiana Council. Being local to there I see these pop up all the time.

I started collecting Boy Scout memorabilia when I was inducted into Santee Lodge 116, Order of the Arrow at Camp Coker in the summer of 1986. All the guys of ISWA chapter in Elk campsite seemed to be trading and since my dad sent me to camp with a small bag of patches, I jumped in and never looked back....

The only place that I’ve seen that routinely used the initials CIC was Central Indiana Council. This might be a commissioner’s award from that council in 1966. Just a guess though.
