Patches from Scouting in Europe??

  Can anyone tell me what country these scout patches are from. The small gray ones are embroidered on gray ribbon like material. I think they may have been collected at the 1975 World Jambo in Norway BUT I don't think they were used by scouting in Norway.   Any thoughts would be appreciated.
